The following abbreviations and acronyms are used throughout this explanatory memorandum.

ATO | Australian Taxation Office |
Authorised member | The Leader of a Parliamentary party, or a member of a Parliamentary party authorised, in writing, by the Leader of the Parliamentary party. |
Caretaker costing | A policy costing prepared on a request made under subsections 64J(2) or (5) of the PS Act. |
Caretaker period | The period starting when the House of Representatives expires or is dissolved, and ending when it is clear that the Government has been re-elected or, if there is a change of Government, when the new Government has been sworn in. |
Charter | Schedule 1 to the Charter of Budget Honesty Act 1998 . |

Designated Parliamentary party | A political party at least five members of which are Parliamentarians. |
General election | A general election of the members of the House of Representatives. |
Officer | The Parliamentary Budget Officer. |
Parliamentarian | A Senator or a Member of the House of Representatives. |
