Explanatory Memorandum

Outline

This Bill gives effect to a 2018-19 Budget measure aimed at providing improved access to Youth Allowance (YA) (student) for regional students.

The Bill also makes two technical amendments to the maintenance income test for YA and also makes one technical amendment to the Student Assistance Act 1973.

Financial Impact Statement

The financial impact of the Bill is a cost of $53.9 million over the forward estimates:

a)
The response to the Independent Review into Regional, Rural and Remote Education - additional support for students (Improved Access to Youth Allowance for Regional Students) is a cost of $53.9 million.
b)
Changes associated with the maintenance income test and Schedule 2 will have nil cost.
