Explanatory Memorandum

Schedules 1 and 2 of this Bill amend the Student Assistance Act 1973 (Student Assistance Act) for the purpose of making the Act more consistent with the social security law in the areas of Tax File Number (TFN) collection and use, and information management. The proposed changes are needed to improve the effective administration of the ABSTUDY and the Assistance of Isolated Children (AIC) schemes, which are each a 'current special educational assistance scheme' for the purpose of the Student Assistance Act.
Schedule 3 makes technical amendments to social services legislation to confirm that the definition of 'social security law' includes subordinate legislation.
