2   After subsection 269T(5B)

Insert:

(5C) A country has an economy in transition at a time if:

(a) before the time, the Government of the country had a monopoly, or a substantial monopoly, of the trade of that country and determined, or subs tantially influenced, the domestic price of goods in that country; and

(b) at the time, that Government does not:

(i) have a monopoly, or a substantial monopoly, of the trade of that country; or

(ii) determine, or substantially influence, the domestic price of goods in that country.
