The rules may provide for or in relation to: (a) the operation of sections 60 to 63 ; and (b) the operation of this Part in relation to parties who are or who have been non-participating parties to proceedings or Tribunal case events.

Without limiting the scope of rules that may be made for the purposes of subsection (1) , the rules may provide for the following: (a) requirements for giving election notices or participation notices; (b) publication of election notices or participation notices; (c) matters relating to steps in a proceeding taken while a person is a non-participating party to the proceeding or a Tribunal case event in relation to the proceeding.
