Second Reading Speech
Mr PORTER (Pearce-Attorney-General)I move:
That this bill be now read a second time.
The Office of National Intelligence (Consequential and Transitional Provisions) Bill 2018 will make amendments to 19 acts to support the proposed operation of the Office of National Intelligence Bill 2018.
In addition to repealing the Office of National Assessments Act 1977 in its entirety, the bill will make substantive amendments to other legislation relating to the establishment of ONI, including to facilitate the following:
- •
- Office of National Intelligence access to information;
- •
- Parliamentary Joint Committee on Intelligence and Security and Inspector-General of Intelligence and Security oversight of ONI's activities;
- •
- access to the assumed identities regime in the Crimes Act 1914; and
- •
- enabling the Australian Security Intelligence Organisation, the Australian Secret Intelligence Service, the Australian Geospatial-Intelligence Organisation and the Australian Signals Directorate to cooperate with and assist ONI in the performance of ONI's functions.
The bill also includes transitional provisions and arrangements which will facilitate the seamless transition when the Office of National Assessments becomes the Office of National Intelligence.
On those bases, I commend this bill to the House.
Debate adjourned.
