49   After subclause 15(2) of Schedule 3

Insert:

(2A) Absolute liability applies to paragraph (2)(a).

Note: For absolute liability, see section 6.2 of the Criminal Code.

(2B) The fault element for paragraphs (2)(b) and (c) is negligence.
