If the Commissioner has reason to believe that a person has contravened regulation 99C or 99D , or subregulation 99(1) , 99A(1) , 99B(1) , 99H(1) , 99I(1) , 99I(2) or 99L(1) , the Commissioner may cause a notice (a ``contravention notice'' ) to be served on the person in accordance with this Subdivision.
