a determination made before the commencement of the amendment; or

a determination made after the commencement of the amendment in respect of a representative complaint lodged before the commencement of the amendment.]
SECTION 54
APPLICATION OF DIVISION
54(1)
This Division applies to a determination made under section 52 after the commencement of this Division, except where the determination applies in relation to an agency or the principal executive of an agency.
