SECTION 241-1 WHO MAY MAKE A COMPLAINT  
241-1(1)
A complaint may be made to the Private Health Insurance Ombudsman by any of the following:
(a) a person who is, or was at the time of the incident to which the complaint relates, insured or seeking to be insured under a *private health insurance policy;
(b) a private health insurer;
(c) a *health care provider;
(d) a *private health insurance broker.

A complaint may be made by a person on behalf of a person mentioned in subsection (1).
