Annex E Arbitration  

ARTICLE 4   Procedure  

1    
The arbitral tribunal shall decide all questions in relation to its competence.

2    
Unless the Parties otherwise agree, the arbitral tribunal shall determine its own procedure, assuring to each Party a full opportunity to be heard and to present its case.
